The Forum began with refreshments, networking and a windshield tour of the new North Carolina Research Campus. The call to order and welcome was given by Rhonda Sherman, 2007 NCFCEA President.

Christine Barrier, Federation President-elect, introduced the following special guests: Dr. Ray McKinnie, Administrator & Associate Dean of North Carolina A&T University (NCAT); Dr. Celvia Stovall, NCAT Associate Administrator; Dr. Keith Baldwin, NCAT Program Leader NC & CRD; Mr. Perry Graves, Chairman, Strategic Planning Council; Dr. Jon Ort, NCSU Assistant Vice Chancellor, Associate Dean & Director of Extension; Dr. Joe Zublena, NCSU Associate Director of County Operations; Dr. Ed Jones, Associate Director/State Program Leader, ANR &CRD; Dr. Marshall Stewart, Associate Director & Department Head, 4-H Youth Development & Family Consumer Sciences; Dr. Deborah Crandall, Southwest District Extension Director; Dr. Blake Brown, Ag Research Economist; Ms. Tara Vogelien, Director, Business & Research Administration of North Carolina Agricultural Research Service-Kannapolis; Mr. B.A. Smith, Vice-Chair, State Extension Advisory Council; Mr. Peter Gilmore, Vice-President, Eastern Seaboard Sourcing, Dole Food Company, Inc.; Mr. Edward Mann, Director of Public Safety in Kannapolis; Mrs. Debbie Bost, County Extension Director, Cabarrus County; and Mr. Carl Pless, Agricultural Agent, Cabarrus County.

Cathy Brown, Federation Secretary, conducted roll call and attendance. The following were in attendance: NCCESA- 9 members; NCEAFCA-11 members; NCAE4-HA – 13 members; NCAEPAAT – 11 members; NCACES – 4 members; NCACAA – 11 members; Special Guests – 16. The sign in sheets are attached to the official minutes.

Christine Barrier introduced the guest speakers for our special program, Feeding the World with Knowledge.

Peter Gilmore gave a presentation on David H. Murdock, owner and developer of Castle & Cook, Inc (Dole Foods) and the purpose of the North Carolina Research Biotechnology facility.

Tara Vogelien gave a presentation about the North Carolina State Fruit and Vegetable Research Facility’s mission, purpose and the role of Extension and the University. She identified the universities located at the facility and their focus on research.

Administration Update: Issues and Concerns

Dr. Ort welcomed everyone and elaborated on Tara’s presentation, the facility, the positions filled so far and what this means for Extension.

Dr. Ray McKinney congratulated everyone on a successful year and asked everyone to make time for our families during the holiday.

Dr. Celvia Stovall updated us about things going on with NC A & T:

  • New staff: Dr. Gloria Warren, 4-H Specialist, is working with inner city youth and the K-3rd curriculum
  • New staff: Stephanie Tatum, EFNEP program, nutrition outreach component and teen pregnancy curriculum
  • Working on the High school Finance curriculum in getting more teachers trained to implement the program (300 reached)
  • Agricultural Field Day, introducing new vegetables and fruit to the public
  • Discovery Ag Program had a successful year.
  • Ag Adventure farming program very successful, putting young farmers with more experienced mentors
  • 1890 Institution, developing programs with the help of 4-H National leaders
  • Developing new partnerships with ATV safety, Dr. Abraham
  • Two new grants: swine producers dealing with environmental issues and addressing food safety issues with consumers

Dr. Keith Baldwin spoke on:

  • Long range plan for Extension
  • Focus on programs that utilize our expertise and leadership skills
  • Accountability is our main focus
  • We must be prepared to address issues such as disaster relating to agriculture (hay shortage)
  • Address agriculture issues, food, quality and safety
  • Working with Fresh Produce Safety Task Force in creating curriculum
  • Working with mini-gardeners to help them grow their own food

Dr. Ort spoke on:

  • Associate Dean of Research –Dr. Steven Lommel and Dr. Sylvia Blankenship working together
  • Joint appointment regionalization: discussions taking place with Clemson University, University of Georgia, and Virginia Tech about partnering together in sharing positions
  • The success of the 4-H, Youth and Family Summit and the FCS Foundation
  • Will be talking with Virginia Tech about the success with our Foundations

Dr. Marshall Stewart spoke on:

  • Summit and travel funds? It was a choice, not requirement, very successful, it provided an opportunity to network and develop relationships, 30% attendance by outside individuals, planning next year’s Summit, positioning us into the field of youth and families.

Dr. Ed Jones spoke on:

  • Long Range Issues, selected 9 areas and teams to come together for three days to develop objectives, measures of progress, and indicators that will take us to the next step to connect our organization together.

Dr. Ort was given a question to answer: Please reiterate that the budget deficits will only cut into empty positions, not currently filled positions? Response: 90% of budget comes from salary, 92.3% salary has been taken out of operating. The Southern Region (13 states) did a survey recently addressing 1862 (Smith Lever); NC-CES receives the highest federal funds. We are not without resources, the problem lies with the distribution of resources. We have too much of our resources in salary so we are looking at ways to collaborate with other states, foundations, grants and contracts to bring dollars in. When we look at positions that vacate, we will be looking to see if we really need to replace these positions, faculty and staff.

Another question for Dr. Ort: Why don’t we include everyone in our trainings (SPA and EPA)? Space is limited; there is not enough room to accommodate everyone at the McKinnon Center. That is why we do regional trainings.

Dr. Zublena spoke on redistricting: County Operations decided to go with six districts. Dr. Zublena asked that we work with our new districts, and by working cooperatively, we will have strong Extension support. He stated that our pledge to you is that we will make it work and we will make it work well.

Dr. Ort responded to another question about the Extension budget: We have no choice but to take it from operating immediately to meet the budget deficit. He has met with the 21 department heads at NC State and 17 of those have Extension staff. The approach to the budget is to have each department surrender some of their retired or vacated positions over the next three years. Each department will be given a budget to work with and follow.

Dr. Zublena responded to a question about travel to association or national meetings:
Everyone needs to be careful with travel. County operations are looking to recommend using a guideline of 10% towards Association travel with state money (discussion phase only).

Dr. Ort thanked his administrative team for all of the great work they are doing. He thanked NC A & T University for the great partnership that exists between the two Universities. He thanked Dr. Marshall Stewart for serving as chair of the marketing committee.

~Break for Lunch~

Rhonda Sherman began the Federation business meeting and asked for a determination of quorum. Cathy Brown responded that a quorum has been established.

Motion made for the approval of Agenda with any additions needed to add. Approval of agenda, seconded, no additions. Agenda approved

Cathy Brown asked the members to approve the Minutes from the previous (December 2006) Forum, as they were posted on the Federation web site. A motion was made to approve the minutes and was seconded. A vote was taken and the minutes were approved as posted on the Federation website.
Bill Ellers, Federation Treasurer, presented the Finance Report for 2007 and 2008. (Copies of the finance report are in notebook). Mr. Ellers requested approval of the finance report. Rhonda Sherman made the motion that we approve the budget for 2007-2008; motion accepted, seconded, approved.

Association Presidents presented their reports. Copies of their reports are filed with the secretary minutes. Those presenting reports include:

Rhonda Sherman thanked the Federation board for their service this past year. A certificate of appreciation was given to each member.

Rhonda Sherman introduced the new slate of officers and asked if there were any other nominees. A motion was made by Rhonda to accept the new slate of officers; motion accepted, seconded, motion carried.

Christine Barrier, Chair of Awards & Recognition Committee, was asked to come forward and present the new 2007 Federation Leadership & Service Award. This year’s recipient is Donna Fulp, Administrative Secretary from Rockingham County.
